  • Council Meeting: Thursday, April 10th

    The April Council Meeting has been rescheduled again to ensure a quorum for city business. It will now take place on Thursday, April 10th at 6pm, instead of Monday, April 14th. Please contact City Hall with any questions. New Date: Thursday, April 10th at 6pm.

  • Landfill & Roll-off

    The roll-off has been delivered and the landfill will now be open for the season starting tomorrow, Saturday, April 19th from 10am-1pm.   The landfill hours moving forward will be as follows: Wednesdays:  5pm - 7pm Saturdays:  10am - 1pm If the landfill hours don't align with your schedule, please contact City Hall to arrange a time when city staff can provide access.

  • Gladstone Landfill Update

    The City Landfill is scheduled to reopen for the season mid-April when the first roll-off is delivered. Until then, it will remain closed. If you need to dispose of items such as branches, leaves, scrap metal, or other materials that don’t require the roll-off, please contact City Hall to arrange a time that City staff can meet you onsite.   We recognize there has been some confusion about which items are accepted at the landfill. This is partly due to the landfill signage listing items that can only be disposed of in the roll-off. To address this, we will be updating the signage this spring. Additionally, we’ve included some information below about the landfill to hopefully provide a better understanding of what items are acceptable. About the Landfill: Gladstone's landfill operates as an Inert Landfill, which is a facility designed for waste materials that are neither chemically nor biologically reactive and that decompose very slowly, if at all.  Inert waste can typically be processed and reused, which is why inert landfills are essential to reducing the environmental impact of waste.   What is Inert Waste? As defined by North Dakota’s Administrative Code, inert waste includes nonputrescible solid waste that typically does not contaminate water, generate leachate, or attract vectors.  In other words, inert waste does not undergo any significant physical, chemical, or biological transformations. Examples include construction and demolition materials (e.g., wood, bricks, and concrete), tree branches, scrap metal, and other similar wastes.   Due to the size of Gladstone’s landfill, certain inert waste—such as furniture, tires, and asphalt shingles—cannot be accepted.  The landfill operates under guidelines established by the North Dakota Department of Environmental Quality (NDDEQ) and undergoes annual inspections to ensure compliance, so it is important that only approved materials are accepted and that those materials are properly disposed of in designated areas.   What Materials are Accepted in the Roll-off? The roll-off, provided by MGM Sanitation, which is available at the landfill in the spring and summer, accommodates a broader range of items because its contents are transferred to a solid waste facility in Dickinson. Most household items are acceptable, such as old decorations, clothing, toys, pots/pans, furniture, televisions, computers, etc. Materials from home improvement projects are also acceptable, such as drywall, bathroom fixtures, cabinets, countertops, and shingles. Unacceptable items include household and hazardous waste.   When determining whether an item is acceptable for disposal, please refer to the lists below. If you’re unsure about a specific item, it’s always a good idea to contact City Hall for confirmation. Acceptable Items at Gladstone Inert Landfill: ·   Clean-burning waste (e.g., trees and branches) ·   Yard waste (e.g., grass and leaves) ·   Concrete, bricks, and rocks ·   Scrap metal   Unacceptable Items (Roll-off and Landfill): ·   Tires with rims ·   Household waste ·   Lead-acid or large batteries ·   Used oil, grease, oil filters ·   Animal waste (e.g., chicken coop bedding) ·   Refrigerators, freezers, and white goods appliances ·   Hazardous materials (e.g., asbestos, wet paint, fuel, T-Norm) ·   Drums or barrels (unless empty, triple-rinsed, and crushed if metal) ·   Large-diameter hose or PVC pipe (must be cut into 3-foot lengths) ·   Ignitable materials (e.g., solvents, fuels, liquid paint unless hardened) ·   Ashes, dead animals, or manure.

  • Help Identify & Confirm Your Service Line Material!

    Funding has been approved for AE2S (Advanced Engineering and Environmental Services) to help Gladstone meet the second category of requirements under the Lead & Copper Rule Improvements (LCRI). During the first category, AE2S developed an initial service line inventory for Gladstone and sent notifications to citizens with service lines of unknown, lead, or galvanized material . Gladstone had no known lead service lines , although several are still unknown. The second category focuses on confirming all unknowns. To achieve this, AE2S has designed a short survey for residents with unknown service lines to complete. This survey takes under five minutes and requires a photo of the service line entering your home. Utilize the link or QR code below to access the survey. For service lines not confirmed by mid-April, AE2S will be visiting Gladstone to assist those residents in identifying and confirming the material of their service line.   • Lead & Copper Rule Informational Meeting Thursday, March 13th at 6pm

    The EPA's final Lead and Copper Rule Improvements (LCRI), issued in October 2024, enhances previous regulations to better manage lead in water systems. Key changes include replacing all lead and certain galvanized service lines by December 31, 2037, lowering the lead action level to 0.010 mg/L by November 1, 2027, revising sampling procedures, increasing public education, and strengthening corrosion control. Gladstone, with assistance from AE2S and state funding, has met initial requirements under the LCRR. The EPA acknowledges the complexity of these changes and allows a three-year preparation period, with compliance by November 1, 2027. State funding will again support AE2S in meeting Category B requirements. Citizens are invited to a Lead and Copper Informational Meeting on March 13th at 6pm at City Hall to learn more and ask questions.     NOTICE TO TAXPAYERS Stark County, North Dakota Board of Equalization Meeting   Notice is hereby given that proceedings for the Board of Equalization on assessments will be taken by the local Equalization Board at Gladstone City Hall on Monday, April 7th at 5:45pm   Stark County BOE meets June 6th at 10:00am.   Each taxpayer has the right to appear before the appropriate board of review for equalization and petition for correction of the taxpayer’s assessment.

    NOTICE OF SPECIAL ELECTION FOR CITY COUNCILMEMBER SEAT   The City of Gladstone will hold a special election on Monday, June 23, 2025, for a vacant city councilmember seat.   A candidate for any public office in an incorporated city may be nominated by filing with the City Auditor, before four (4) p.m. on the sixty-fourth day before the holding of the election, a petition signed by not less than ten (10) percent of the number of qualified electors who voted for that office in the last city election.   The deadline for petitions to be submitted to the City Auditor is April 20, 2025, by 4 PM MT. Nominating Petition Statement of Interest Form   Petitions must meet the specifications of nominating petitions pursuant to N.D.C.C. § 16.1-11-16.   This Notice is being given pursuant to N.D.C.C. § 40-21-02(1).
